An expat can open a bank account provided the following documents are produced:

1. Passport or identity card
2. Recent bank statements
3. Proof of residence (utility bill)

A foreigner who's come to Mauritius to work for a short period of time will have to show their work permit and an accommodation contract in their name as well.

This is just a guideline, so it's advisable to check with the respective bank where you want the bank account opened to see what documents they really need.

Yes of course he/she can, but the requirements really depend on the bank chosen, so maybe you should check out with the bank (website or try to call them) to know about the exact requirements.

Yes you should be able to but like someone else said each bank have different requirements, I do remember that you need a minimum to open it though and its not cheap, something like 40,000 rupees. You can also choose which currency you'd like it in too
